Bullseye Financial’s administration leaves clients with two different questions: who can help them access their investments, and whether they have a compensation claim. Confusing the two can mean sending the right documents to the wrong place.
The company is Bullseye Financial Ltd, FCA reference 939395, company number 12923262, with the website bullseyefinancial.co.uk. This report concerns that UK firm, not other businesses using the Bullseye name.
Where are clients’ investments?
The administrators’ FAQ, dated 23 October 2026, says Bullseye does not hold clients’ investments. It names Third Platform Services Limited (TPS) as the custodian: the firm holding investments under the account arrangements.
That is an important distinction. The failure of the investment manager is not, by itself, a finding that every client’s investments have disappeared. Equally, custody elsewhere does not establish that every holding can immediately be sold or transferred. Ownership, access and any restrictions depend on the account and the investments.
Ask the administration team to confirm the custodian and account details applying to you, how to obtain a current statement, and who can process a transfer or sale. Use the verified contact [email protected]. Do not act on new payment instructions from an unexpected caller.
What happened to Bullseye?
Bullseye served professional investors. It managed portfolios within agreed limits and carried out clients’ buy and sell instructions without advice. FSCS also describes execution-only services for customers advised by HDH Investment Services.
The timeline is:
- 11 March 2026: Bullseye agreed to a voluntary FCA requirement to stop regulated activities.
- 23 October 2026: Robert Young of Azets Holdings Limited and Matthew Haw of RSM UK Restructuring Advisory LLP were appointed joint administrators.
- 27 October 2026: the FCA published its announcement and FSCS opened for claims.
Administration is a formal insolvency procedure in which appointed specialists take control of the company’s affairs. It is not a finding of fraud. The administrators are reviewing what led to the failure; the notices do not establish a final loss for each client.
Can you make an FSCS claim now?
Yes, if you believe you have a potential claim against Bullseye, FSCS is accepting applications. Use its dedicated Bullseye page listed in the sources below and choose “Check if you can claim”.
However, FSCS says the applications will not immediately go to its claims teams for assessment. It is investigating whether claims meet the qualifying conditions. Acceptance of an application is not approval of compensation, and no individual payout date is given.
FSCS is the UK financial compensation scheme. Eligibility depends on the claimant, activity and claim. Professional-client status and the fact a firm was authorised should not be treated as automatic confirmation of protection.
If your complaint is already with the Financial Ombudsman Service (FOS), keep its reference number. FOS may ask permission to transfer your file to FSCS. You still need to make an FSCS claim. Evidence already in a transferred FOS file need not be submitted again.
If HDH advised you and you believe you also have a claim against it, FSCS asks for a separate HDH claim. Identify which firm provided advice and which executed the transaction; a Bullseye application does not automatically cover both.
What to send, and to whom
Build one dated folder containing your agreement, client classification, latest holdings statement, transaction history, advice documents if any, and previous complaints. Separate money invested from the loss you believe a firm caused.
For questions about assets or a debt owed by Bullseye, email the administrators. A useful message is:
I am a Bullseye Financial client. My account reference is […]. Please confirm who holds my investments, how I can obtain a current statement and what process applies to access or transfer them. My separate complaint or claim concerns […]. I attach the relevant records.
Send sensitive documents only through a verified channel. For compensation, use the official FSCS claim process and save its acknowledgement. These are different routes; completing one does not replace the other.
Avoid a second loss
You can contact the administrators and claim directly through FSCS without hiring a representative. FSCS does not charge to submit a claim or receive compensation. Anyone demanding an advance fee to “release” an FSCS payment is a warning sign. Our guide to checking recovery services explains what to examine before paying someone who promises help.
If the paperwork is confusing, request a free phone consultation. We can help you understand the notices, organise the relevant facts and identify the questions to ask the administrators or FSCS. We cannot decide eligibility, release assets or guarantee a recovery.
The next developments that matter are the administrators’ proposals, instructions about custody or transfers, and an FSCS decision on qualifying claims. Those will be more useful than an unverified promise of a quick payout.
